Water Services Delivery Plan
Changes to the delivery of water services throughout New Zealand were introduced by the Government in 2024 to ensure Three Waters services are financially sustainable and effectively managed into the future.
Water services include drinking water, wastewater and stormwater.
All local authorities were required to submit their proposals to manage water services delivery in their communities to the Department of Internal Affairs for approval.
Ashburton District Council’s proposal – to establish a standalone Business Unit (SABU) was approved by the Department of Internal Affairs in October 2025.
Council’s proposal was also endorsed by our community, with 88% of submitters backing the move to retain these services in-house. Read the consultation material and reports - What's Next for Our water?
From 1 July, 2027, Council will deliver its drinking water, wastewater and stormwater services under the new framework.
