Council selects site for new library and administration building

Ashburton District Council will begin negotiations to buy additional land on Baring Square East Street to allow it to build a new combined administration and library building.

The Council will negotiate to buy land to the rear of the County Council building and two of the three Methodist Church lots on the site, excluding the actual church. If negotiations are not completed by the end of September 2017, the Council will review its options.

Opus Architecture Ltd and Council staff recommended the Baring Square East site as the preferred location for the building in February but at the time Councillors wanted to further explore the option of locating the library at Ashburton College. Further investigation revealed that locating the library at the College would offer little advantage to the Council or the community over other potential sites.

Ashburton Mayor Donna Favel said, “As a new Council, it was important people had full confidence that the preferred site for this important building was the right one for the community.”

“After taking a closer look at the Ashburton College option and all of the previous work that had gone into selecting a site, including two rounds of community consultation, we are now confident that the Baring Square East site is the best option for our community.” she said. “We also listened to community concerns and our proposal does not affect the future of the historic Methodist Church.”

Mayor Favel said, “There are many benefits to having the library and administrative building situated in a very central location that is highly visible, easily accessible, and will help to revitalise the central business district.”
